PERAN PEMERINTAH DALAM MENINGKATKAN KESADARAN MASYARAKAT TERHADAP HAKI DI KABUPATEN BOYOLALI

Abstract

ABSTRACT

Intellectual Property Rights play a vital role in driving innovation-based economic growth, particularly at the local level. The Boyolali Regency Government has implemented various strategies to raise public awareness, including the issuance of Intellectual Property certificates to Small and Medium Enterprises, digitalization of innovation data through the BI-Smart platform, bureaucratic reform, and legal reinforcement through Regional Regulation No. 3 of 2023. This study employs a qualitative descriptive approach and document analysis to examine the strategies, challenges, and policy recommendations. The findings indicate that, despite several efforts, challenges remain such as low public understanding, limited access to information, suboptimal intersectoral coordination, and inadequate protection of local cultural assets. Therefore, continuous public education, multi-sector collaboration, and simplification of the Intellectual Property registration process are essential to strengthening the regional intellectual property protection system.

Perlindungan Hak Kekayaan Intelektual berperan penting dalam mendorong pertumbuhan ekonomi berbasis inovasi, khususnya di tingkat lokal. Pemerintah Kabupaten Boyolali telah menerapkan berbagai strategi untuk meningkatkan kesadaran masyarakat, termasuk pemberian sertifikat Hak Kekayaan Intelektual kepada pelaku Industri Kecil dan Menengah, digitalisasi data inovasi melalui platform BI-Smart, reformasi birokrasi, serta penguatan hukum melalui Perda No. 3 Tahun 2023. Penelitian ini menggunakan pendekatan deskriptif kualitatif dan studi dokumentasi untuk mengkaji strategi, tantangan, dan rekomendasi kebijakan. Hasil menunjukkan bahwa meskipun upaya telah dilakukan, masih terdapat kendala berupa rendahnya pemahaman masyarakat, akses informasi yang terbatas, koordinasi lintas sektor yang belum optimal, serta minimnya perlindungan budaya lokal. Oleh karena itu, diperlukan edukasi berkelanjutan, kolaborasi multisektor, serta penyederhanaan proses pendaftaran Hak Kekayaan Intelektual guna memperkuat sistem perlindungan kekayaan intelektual di daerah.
