KAJIAN PENERAPAN BADAN LAYANAN UMUM DAERAH (BLUD) DI PUSKESMAS KABUPATEN BOYOLALI

Abstract

The implementation of BLUD in Community Health Centers is aimed at providing higher quality, competitive, responsible, accountable, cost-effective, and efficient services. The purpose of this study is to analyze the implementation of BLUD in Community Health Centers in Boyolali Regency. The method used is descriptive qualitative. Data was collected through document review and surveys. The collected data was validated against actual conditions. Boyolali Regency still lacks regulations for BLUD as stipulated in the Regent Regulation, administrative guidance and internal and external supervision are not yet optimal, and evaluation of BLUD implementation has not been carried out. Dual roles in tasks at the Community Health Center are also a cause of suboptimal community service. The identified and urgent policy recommendations are to encourage the establishment of a Regional Head Regulation on the guidance and supervision of BLUD in Puskesmas to evaluate the Regional Head Regulations that have been established and need to be established in the implementation of BLUD.
