Abstract

With an HDI value of 75.96 in 2024, Boyolali Regency ranks 11th among regencies/cities in Central Java Province, and third from the bottom in the Subosukawonosraten region. When compared to the HDI targets outlined in the Boyolali Regency Medium-Term Development Plan (RPJMD) for 2016-2021 and the Boyolali Regency Medium-Term Development Plan (RPJMD) for 2021-2026, there are two dimensions of the HDI that have met the planning targets, namely the dimension of longevity and healthy living, which is measured through the Life Expectancy (LE) indicator, and the dimension of decent living standards, which is measured using the per capita expenditure indicator. However, the education dimension, which is measured through the RLS and HLS indicators, needs more attention because it has not met the planning targets. The high dropout rate in Boyolali Regency has resulted in low RLS and HLS scores and has impacted the failure to achieve the education dimension target, meaning that the HDI score in Boyolali Regency in 2022-2024 has not yet reached the target as stated in the planning document. Therefore, this paper aims to formulate policy recommendations to reduce the dropout rate in order to increase school participation, improve education indicator achievements, and ultimately contribute positively to increasing the HDI value of Boyolali Regency.
